A term used for two categories of persons: a) persons who fulfil the requirements of a refugee definition but who, for various reasons, such as procedural delay in submitting the application within a specified time, have not been registered as refugees; or b) persons who cannot prove a justified fear of persecution within the meaning of the refugee definition, but who are considered, on similar grounds, to have valid reasons for not wishing to return to their country of origin (Material V - Gunn, S.W.A.
